    A 26-year-old suspected Internet
    fraudster, Jide Ajayi, has been
    arrested by operatives of the Lagos
    State Police Command for allegedly
    abducting a 14-year-old pupil,
    identified only as Miracle.
    PUNCH Metro learnt that the suspect
    met the victim on a social media
    platform, Facebook, from where they
    exchanged telephone numbers.
    The suspect was alleged to have gone
    to Miracle’s parent’s house on
    Thursday, August 23, from where he
    took away the Senior Secondary
    School one pupil.
    After five days together, operatives
    of the Inspector-General of Police
    Intelligence Response Team were
    reported to have swooped on him at
    his hideout on Gbeleyi Street, Idimu.
    The victim told our correspondent
    that she could not explain how she
    got to the area, alleging that Ajayi
    cast a spell on her.
    She also claimed that throughout the
    five days that she was with him, he
    did not sexually molest her.
    She said, “We became friends on
    Facebook last year. He was always
    disturbing me. At a point, I decided to
    block him because he asked me out.
    However, on July 17, 2018, after a party
    in my school, he started chatting
    with me again. During one of our chats,
    he asked if I was a virgin and I
    answered yes.
    “I don’t know how he got to my
    street that night. He called and said
    he was on our street. I told him that
    I just returned from a journey and I
    could not go outside. He said there
    was no problem and he would leave.
    “I went to buy something outside
    when I saw him. He initially pleaded
    with me to follow him, but I refused.
    He then touched me on the shoulders.
    I lost my senses and obeyed him.
    “He took me to his friend’s place in the
    Pipeline area of Idimu. He held a
    meeting with the friend called
    Michael. There was a second friend,
    Gbenga, with them that night. He told
    them that I would pass the night
    with them.
    “The room was dark. I was there for
    about five days. During the period, he
    locked me in and only brought food to
    me. I told him that I wanted to go
    home, but he said I could not find my
    way home without him.”
    The teenager said by Sunday, Michael
    asked Ajayi to take her away from the
    house because his girlfriend would be
    visiting.
    The 26-year-old was alleged to have
    insisted on her staying, as he
    reportedly made plans to relocate
    her to another friend’s house.
    “When his friend was going to work on
    Monday, he told us that we had till
    3pm to leave his apartment. That
    was when he (Ajayi) said he was taking
    me to another friend’s place, but I
    refused. Some minutes later, the
    police came and rescued me,” she
    added.
    Miracle said the suspect did not sleep
    with her, adding that they were not
    in a relationship before they met.
    Asked the kind of work Ajayi did for a
    living, Miracle said she believed that he
    was into Internet scam.
    “From Thursday night to Monday
    afternoon that I was there, he did not
    touch me and none of his friends did.
    “He told me that he works with a
    company at Apapa. But I believe he is
    into yahoo yahoo (Internet scam). He
    never allowed me to touch his phone.
    But there was a night he was asleep
    and he forgot to lock the phone. I
    picked it and open his Hangout
    application. I saw him chatting with a
    man and claiming to be a girl.
    “From this incident, I have learnt not
    to go out at night again. I have also
    stopped using a phone and removed
    myself from the social media,” she
    added.
    PUNCH Metro learnt that Miracle’s
    father died when she was barely four
    years old and her mother, Foluke, had
    had to cater to her and her two
    siblings alone.
    Foluke told our correspondent that
    she reported the case at the Idimu
    Police Station and the IRT’s office at
    Ikeja.
    The mother of three said she believed
    Ajayi planned to do something evil with
    her daughter.
    She said, “On that Thursday night, I
    was with my daughter in the house
    when her younger sister came to say
    she went to buy chin-chin outside and
    did not return. More than 24 hours
    after searching for her, we reported
    at Idimu and IRT’s office.
    “The police said they tracked how he
    started calling the girl that morning.
    She switched off her phone and when
    she turned it on at night, he was the
    first person to call her and that was
    how he abducted her.
    “I believe he had a mission. His family
    members have been begging for
    forgiveness, but I have referred them
    to the police. It is not possible for him
    to have kept the girl for five days
    without touching her, but that was
    what happened. So, he had a plan.
    Whenever he wanted to urinate, he
    locked her up in the room. I want the
    police to get to the root of the
    matter. From what I learnt, his calls
    after he took the girl had been to
    Kaduna and Kano states. I want to
    know his mission.”
    The state Police Public Relations
    Officer, CSP Chike Oti, said investigation
    was ongoing.
    He said, “The girl was declared missing
    and the case was investigated by the
    Inspector-General of Police Intelligence
    Response Team, which rescued her.
    The suspect is still under
    investigation to unravel the motive
    for the abduction. The boy has denied
    sleeping with the girl; we are looking
    at a suspected case of trafficking.
    Investigation is ongoing.”

    the party’s candidate after the presidential
    primary.

    House, Port Harcourt, during a condolence
    visit by a PDP presidential aspirant and
    former governor of Sokoto State, Attahiru
    Bafarawa, over the death of the State’s
    Attorney General, Emmanuel Aguma.
    He said: “What we are saying is that all of us
    must put our heads together to remove
    this government that does not mean well
    for Nigerians. Power comes from God. If God
    says it is you, there is nothing any man can
    do about it. Man can only struggle.”
    On Aguma’s death, Wike thanked the former
    Sokoto State governor for his condolence
    visit.
    The governor described Aguma as a
    dependable ally who stood by his
    administration to the end of his life.
    In his remarks, Bafarawa said that the visit
    was to condole with Wike. He said human
    beings will taste death at some point and
    prayed God to grant the late attorney-
    general paradise.

    exposed top corrupt deals of Senate
    President, Dr. Bukola Saraki, insisting that He

    reacting to the reports that the Senate

    AWKA—PUBLIC officers expecting to
    start enjoying enhanced minimum
    wage soon may have to wait longer as
    the federal government committee on
    the issue and the state governors
    were yet to arrive at acceptable
    figures.
    Minister of labour and employment,
    Senator Chris Ngige told reporters in
    Awka that although the committee
    was expected to conclude work on
    the new minimum wage by the end of
    this month, the date was no longer
    feasible because the final document
    had not been fine-tuned.
    He said: “I am the deputy chairman of
    the committee and I drive it. We have
    a timetable and we are expected to
    finish everything about it by the end
    of this August, but it is not attainable
    anymore because even in the
    committee, we have not agreed on any
    figure.
    “We could not agree on a figure
    because of two reasons. One is that
    the state governors have not come
    up with a figure and the state
    governors are a critical constituent
    of this discussion. They have six
    governors in the committee, one from
    each geo-political zone.
    “The Governors Forum said they are
    still working on it and that was the
    last submission they made to us and
    the federal government team. We are
    working with the Economic
    Management Team and since the team
    dictates the economy of the country,
    they will take whatever the
    governors come up with and fine-tune
    it with that of the federal
    government committee. That is
    where we are.
    “Therefore, the national minimum
    wage tripartite committee is still at
    work and it is until that body brings
    out its figures and recommendations
    pertaining to national minimum wage,
    that a bill can be sent to the National
    Assembly to process and send to Mr.
    President for it to become a National
    Minimum Wage Act. If that can happen
    in 2018, it becomes Act 2018.”
    He also spoke on the allowances for
    members of the National Youth
    Service Corps, NYSC, explaining that
    the committee had not concluded it
    because no recommendation had come
    to the Federal Executive Council.
    Ngige said further: “As a matter of
    fact, some ministries, such as Youth
    and Sports, my ministry, Women
    Affairs and Budget and Planning, have
    been asked to make our input.
    However, the important thing to note
    is that whatever increase that would
    be made on the allowances of NYSC
    members would be hinged on the
    envisaged new minimum wage.
    “The allowances of the NYSC persons
    will be on the same sliding scale with
    the national minimum wage, except
    that it is a top up,. That is why today
    the national minimum wage is N18, 000,
    and the top up for NYSC members is
    about N1, 500, making it N19, 500.
    “This is the allowance the Federal
    government will give to them. Areas
    or persons and bodies or agencies
    where they do their primary
    assignments can also give them what
    they call special allowances and that
    is irrespective of this monthly stipend
    from federal government.
    “Their employers in their places of
    primary assignment can give them
    another top-up so that in some
    establishments you see them paying
    extra N10, 000 to the NYSC persons
    some are as generous as even giving
    N20, 000, which is about the same
    thing that they earn.”

    SERAP Gives Ajimobi 7-Day Ultimatum To Repair Ayefele’s Building

    The Socio-Economic Rights and
    Accountability Project, (SERAP) has issued a
    7-day ultimatum to Governor Abiola Ajimobi
    of Oyo State to repair the demolished part
    of the Yinka Ayefeye’s N800 million music
    house or be ready or be ready to face legal
    action.
    SERAP also called on Ajimobi to immediately
    halt all further eviction and demolition of
    Fresh FM building and to show full respect
    for the safety and dignity of residents and
    owner of Fresh FM.
    “We also urge you to immediately begin
    repairs of the Fresh FM building and to
    adequately compensate the radio station
    and its owner and publicly guarantee non-
    repetition,” it said.
    The organization urged Ajimobi to “ensure
    full and effective respect for the rights to
    freedom of expression and media freedom in
    Oyo State. We request that you take this
    step within 7 days of the receipt and/or
    publication of this letter, failing which SERAP
    will take national and international legal
    actions to compel your government to act
    in the public interest and the overall
    interest of the rule of law.”
    In the letter dated 21 August, 2018 and
    signed by SERAP’s Deputy Director, Timothy
    Adewale, the organization said, “We have
    information to suggest that the
    destruction of Fresh FM was based on
    political considerations and retaliation
    against the radio station on purported
    allegations of defamation against you. The
    facts suggest that the demolition of Fresh
    FM building failed to comply with the
    principle of lawfulness and reasonableness.
    The demolition was neither done in the
    public interest nor carried out to achieve a
    legitimate aim.”
    The organization said, “This apparently
    unlawful action has set a bad precedent,
    and created a high level of uncertainty and
    anxiety among many radio stations and
    other media organizations in Oyo State
    about the future because of the likelihood
    of their buildings being demolished when
    they are deemed to broadcast views which
    the Oyo State authorities mat consider too
    critical or ‘defamatory’.”
    The letter read in part: “By going ahead to
    demolish the Fresh FM building despite being
    served with the court papers in the case
    filed by the station, you implicitly
    obstructed access of the radio station and
    their owners to appropriate forms of legal
    protection, contrary to the provisions of
    the International Covenant on Economic,
    Social and Cultural Rights to which Nigeria is
    a state party and which is legally binding on
    the government of Oyo State.
    “SERAP is seriously concerned that the Oyo
    State authorities carried out the
    demolition of Fresh FM building with wilful
    disregard for the dignity, health, and safety
    of residents and the owner, who is a person
    with disabilities. The demolition of the radio
    station has now exposed residents to the
    elements and the public to the risk of
    complete collapse of the building.
    “Since your government’s action in this case
    suggests serious disregard for the safety
    and welfare of the residents of Fresh FM,
    the authorities’ conduct may have risen to
    a level of severity so as to constitute
    inhuman and degrading treatment of
    residents and owner, contrary to the
    provisions of the Nigerian Constitution 1999
    (as amended) and the International Covenant
    on Civil and Political Rights to which Nigeria
    is a state party.
    “Your government has reportedly cut
    water, sewer, electricity, gas, and
    telephone lines to the radio station,
    rendering it uninhabitable and incapable of
    discharging its constitutional duties of
    informing the citizens and ensuring that
    government is both responsible and
    accountable to the people.
    “We contend that the action by your
    government has no basis in our laws, which
    provide that no public authorities must
    resort to self-help and carry out forced
    evictions and demolitions without a
    properly obtained court order. Your
    government’s action also violates Nigeria’s
    international human rights obligations,
    including its obligations under the
    International Covenant on Economic, Social
    and Cultural Rights to protect private
    property.
    “Your government has responded to the
    demolition of Fresh FM building on Sunday 19
    August 2018, claiming that it demolished the
    building worth over N800 million because
    your government was ‘carrying out its
    statutory role in the public interest. Your
    government claimed it gave “ample
    opportunity for Fresh FM to regularise its
    building plan”. Your government also claimed
    the demolition of the Fresh FM building was
    not politically motivated.
    “However, available facts reveal that the
    demolition may have been influenced by
    political considerations, and done in
    retaliation for alleged defamation by Fresh
    FM. SERAP has seen an audio recording of you
    at the radio station in 2016 wherein you
    claimed to be under pressure from some of
    the members of your cabinet to demolish
    Fresh FM building on the ground that the
    radio station and its owner Mr Yinka did not
    support your political ambition but that
    you resisted the pressure to demolish.
    “SERAP has also seen a letter dated 3rd July
    2018 and signed by your Attorney General
    and Commissioner for Justice Oluseun
    Abimbola wherein you alleged ‘libellous
    broadcast by Fresh FM 105.9.’ The letter
    claimed that during a programme “Political
    Circuit” on Fresh FM on Saturday 30th June
    2018, the radio station ‘falsely accused,
    maliciously and wickedly misled the public
    and the entire world’ on your alleged
    interest in a private company.
    “Assuming there was a legitimate claim in
    defamation against Fresh FM, the proper
    venue for you and your government would
    have been to seek legal redress in court
    and not to resort to self-help in the form
    of arbitrary demolition of the radio station
    building.
    “The UN General Assembly has recognized the
    “fundamental obligation of governments
    (including that of Oyo State) to protect and
    improve houses and neighbourhoods, rather
    than damage or destroy them.
    “Further, the Universal Declaration of Human
    Rights, in Article 17 provides: ‘Everyone has
    the right to own property alone as well as
    in association with others. No one shall be
    arbitrarily deprived of his property.’
    Similarly, the African Charter on Human and
    Peoples’ Rights to which Nigeria is a state
    party provides in Article 14: ‘The right to
    property shall be guaranteed. It may only
    be encroached upon in the interest of public
    need or in the general interest of the
    community and in accordance with the
    provisions of appropriate laws.”

    Minister for Labour and Employment, Chris
    Ngige has dismissed reports that the
    Federal Government was planning to
    increase the monthly allowance for youth
    corps members.
    Rumours had been rife weeks ago that the
    Federal Government was planning to
    increase the monthly allowance from
    N19,800 to N50,000, but Ngige has said there’s
    no truth in it.
    He said in a press briefing in Anambra that
    the Federal Government wouldn’t increase
    the allowance of corps members without
    first coming out with a minimum wage for
    the Nigerian workers.
    “No recommendation has come to the
    Federal Executive Council on this. The NYSC
    pay is on the sliding scale; the same sliding
    scale with the national minimum wage
    except that there is a top up; what is
    called top up on the national minimum wage
    is to make for special transport allowance
    for members of the NYSC,” he said.
    “That is why today, the national minimum
    wage is N18,000, and the top up for NYSC
    members is about N1,500 making it N19,500.
    This is what the Federal Government pays
    each corps member.
    “For now, there is no figure before us as an
    increment and as a matter of fact, the last
    Federal Executive Council had mandated the
    Minister of Youths and Sports to liaise with
    the Director General of the NYSC so that he
    can be brought on board for us to work as
    a team,” the minister further stated.

    EFCC Seeking To Probe Lawal Daura Over N12.9bn DSS Fund

    It has emerged that the Economic and
    Financial Crimes Commission (EFCC),
    which is seeking to interrogate the
    sacked Director General of the
    Department of State Services (DSS),
    Lawal Daura, has spread its
    investigations to cover spendings by
    the service under the administration
    of President Goodluck Jonathan and
    the funds inherited by Daura from his
    predecessor.
    Sources close to commission told the
    Sunday Tribune at the weekend that
    investigators of the EFCC have zeroed
    on funds Daura received from the
    previous administration and what
    exactly happened to the funds.
    Following the interrogation of the
    former Director General of the DSS,
    Mr. Ita Ekpeyong, it emerged that the
    service actually returned more than
    N3 billion unspent operations funds
    during the period.
    The EFCC has also received details of
    the funds inherited by Daura.
    A source in the commission said
    following the failure of the
    investigators to make expected
    discoveries when the searched the
    home of Daura, attention has now
    been zeroed in on what happened to
    the funds he inherited from Ekpetong.
    It was learnt that the need to get to
    the roots of every kobo handed over
    by Ekpeyong necessitated the search
    of his house, his interrogation and the
    decision to place him on stand by for
    further investigations.
    A source in the know said: “With the
    apparent lack of substantial evidence
    in the searches conducted so far in
    the residences and guest houses of
    Daura, investigating authorities are
    holding on to suspected depletion of
    funds he took over from his
    predecessor, Ekpenyong Ita.
    “The monies handed over are a public
    knowledge. When the director general
    of such Service hands over, copies are
    customarily sent to the President,
    the National Security Adviser, the
    Service itself, the incoming and
    outgoing directors general would have
    their copies.”
    The source said that some of the
    funds already accounted for included
    the various sums $21.23m and N12.96
    billion in pension fund, N2.2 billion in
    serial account, and another N2.2 billion
    earmarked for insurance.
    There are different other us heads
    totaling about 20, a source at the
    EFCC said, adding that Ekpeyong has
    actually been cooperating with
    investigators by appearing at the
    Commission’s headquarters almost
    every other day.
    Sources said while the EFCC was
    actually not probing the operations
    accounts of the DSS, it’s investigators
    were worried about some bulk
    movements.
    For instance, a source said that there
    may be questions as to why the
    accounts of the commission stood at
    about N6 billion as of June this year
    from the N12.9 billion that was handed
    over by Ekpeyong.
    The investigators are concerned and
    checking out if the funds were
    diverted and who authorised such

    you, this is not a probe of the DSS, we
    are only seeking clarifications,” a
    source said.
    The ongoing probe is, however, said to
    be causing some confusion in
    Intelligence circles following reports
    that President Muhammadu Buhari had
    last year given a directive that
    probes of DSS, the National Intelligence
    Agency(NIA) and other Secret services
    would only be undertaken by close
    insiders in order not to expose Nigeria
    to ridicule and suspicion by the global
    Intelligence networks.
    Sources in the administration said at
    the weekend that if the ongoing probe
    continues, it could go against against
    the tide in inquiry into intelligence
    matters all over the world.
    It was also gathered that the
    Ambassador Babagana Kingibe-led
    Committee, which investigated the NIA
    funds discovered in Lagos, had also
    recommended as such.
    It was learnt that the confusion
    reigning so far could stall further
    probe and questioning of Daura by the
    EFCC.
    A source familiar with the situation
    said: “The committee had advised the
    President, and it was approved, that
    matters of intelligence should be
    discreetly handled by a special body of
    former members of the community
    and the report turned in to the
    President for necessary actions.
    “This (investigations of DSS) would be a
    clear case of blatant disregard of the
    Presidential directive arising from the
    report of the committee, and the
    norm all over the world.
    “If it goes this way, nobody would
    volunteer information that could be
    processed into intelligence, there may
    be no bilateral collaboration between
    Nigeria intelligence agencies and some
    known cracked foreign agencies in the
    world like the FBI, CIA, MI5, MI6 and
    more, for fear that they could be
    exposed, compromised and the lives of
    their operatives compromised in the
    course of open probe. And I know that
    we (Nigeria) have enjoyed that
    goodwill over years.
    “An open investigation by outsiders
    might just be penny wise, pound

    the blockade of the National Assembly
    on July 24, sources have confirmed
    that suspected collaborators have
    been cleverly placed on watchlist.
    It was confirmed that some of the
    collaborators allegedly mentioned in
    the interim report have been placed
    on watchlist.
    The list of those placed on close
    watch was said to have been longer
    then expected as according to
    sources, it contained top officials of
    the administration suspected to have
    held secret meetings that led to the
    blockade of the legislature are also on
    the list.
    The unusual thing about this move is
    that the agency in charge of the
    close watch is not your usual agency
    and the administration is keeping the
    identity of the agency under wraps, a
    source said, adding that the suspects
    include heads of some parastatals, and
    agencies.
    “Those involved cannot leave the
    country for now,” the source said.
