    Exclusive: Amosun Surrenders 1000 AK47 Rifles, 4million Bullets Acquired Before 2019 Elections

    A few hours to the end of his reign as Ogun State helsman, embattled Governor Ibikunle Amosun contacted the state’s Commissioner of Police, Bashir Makama, confessing that he had thousands of arms and millions of ammunition in store at a secret armoury in Government House, and that he had decided to hand them over to the police.
    Mr Amosun’s anointed candidate for the March 9 governorship election, Adekunle Akinlade of the Allied Peoples Movement (APM), had been roundly defeated by Dapo Abiodun of the All Progressives Congress and the governor was now desperate to clear the Government House of any incriminating material as Mr Abiodun moved in to take charge.
    Shortly after he was contacted, Commissioner Makama raced to Government House with some of his subordinates. On arrival, truckloads of arms and ammunition were brought out of a nondescript amoury inside the Ogun State Government House.
    And then begun a short hand-over proceeding during which the governor surrendered at least four million rounds of ammunition, 1,000 units of AK47 assault rifles, 1,000 units of bulletproof vests and an armoured personnel carrier (APC).
    At the event, Mr Amosun said he procured the arms and ammunition to check the widespread insecurity in his state of 3,751,140 residents, according to the 2006 census. He said he decided to keep them at the Government House Armoury to ensure they were not allocated indiscriminately by security agencies.
    The speech making over, the arms and ammunition were driven to the police command headquarters in the Elewe-Eran area of Abeokuta, the Ogun State capital.
    Four weeks after the event, top Nigerian security operatives remained alarmed that a civilian governor would create an armoury and store thousands of arms there. The agents are also wondering why Mr Amosun has not been arrested and prosecuted for violating sections of the Nigeria Firearms Act.
    The law forbids individuals and civilian institutions from illegally operating armouries or possessing prohibited firearms, including artillery, apparatus for the discharge of any explosive or gas diffusing projectile, rocket weapons, bombs and grenades, machine-guns and machine-pistols, military rifles (namely those of calibres 7.62 mm, 9 mm, .300 inches and .303 inches), revolvers and pistols whether rifled or unrifled (including flint-lock pistols and cap pistols).
    It remains unclear how Mr Amosun obtained the weapons. Authorities are wondering how he imported the weapons, and how he transported them to Government House and stored them for prolonged periods without being detected.
    Some security experts say they are suspicious he might have acquired far more weapons than he gave up to the police and that some of them might be in wrong hands already.
    The former governor, now senator, declined to give his own side of the story. He did not answer or return telephone calls made to him over five days. He also did not respond to text and WhatsApp messages sent to him.
    When contacted, his media adviser, Rotimi Durojaiye, requested this reporter to email him the questions meant for Mr Amosun. Five days later, Mr Durojaiye is yet to respond with answers.
    ‘Absolutely troubling, illegal’
    Authorities at Nigeria’s key security agencies told PREMIUM TIMES Mr Amosun may have procured the arms and ammunition without securing End-User certificates from the office of the National Security Adviser (NSA). End-User certificates are absolutely required to import controlled products into Nigeria.
    A guideline by the NSA office stipulates that End-User Certificate requests for arms and ammunition must be made by approved security agencies on behalf of themselves or their qualified vendors.  Neither Mr Amosun nor his state is an approved security agency or qualified security equipment vendor.
    “In line with international best practices EUCs for arms and ammunition are to be obtained before the shipment of the items from the originating country. These conditions equally apply for parts and accessories of all military armaments and hardware,” the guideline states.
    A spokesperson for the Office of the NSA, the only government institution responsible for issuing end-user certificates, did not return requests for comments. But PREMIUM TIMES learnt from multiple sources within the agency that Mr Amosun or his state could not have been granted certificates to procure and store arms.
    Also, the Nigeria Customs Service said Mr Amosun did not clear the deadly equipment through Nigerian ports, and that no one without an end-user certificate could be allowed to bring controlled items into Nigeria.
    “Only the Office of the National Security Adviser can issue end-user certificate for importation of arms, and any person or organisation without the document cannot import weapons into Nigeria,” the spokesperson for the Nigeria Customs Service, Joseph Attah, told PREMIUM TIMES, “I repeat: weapons can never be imported into Nigeria without end-user certificates.”
    Mr Attah said even security agencies, including the police, military and Customs, are required to secure end-user certificates before embarking on arms purchase.
    The Customs regularly intercepts attempts to import illegal arms into the country, but the owners often disappear as soon as such illicit shipments are discovered. Yet, security analysts believe that for every container intercepted by Customs, dozens would slip through the ports due to Nigeria’s porous security measure.
    Illegal possession of arms is a criminal offence under several Nigerian statutes, including the Robbery and Firearms (Special Provisions) Act (1984) and the Firearms Act (1990).
    In May, three Nigerians were sentenced to a combined 120 years in prison, including 20 years each for illegal possession of firearms. The Oyo State High Court relied on the Robbery and Firearms (Special Provisions) Act to convict the trio.
    Bolstering suspicion
    Arms proliferation has long been a big driver of election-related bloodshed in Nigeria, with hundreds of deaths reported across the country in the 2019 elections alone.
    In Mr Amosun’s Ogun State, a number of residents died in widespread shootings between February 23 and March 9, the days of the presidential and governorship elections, respectively.
    Most of the election-related deaths, including of police officers, were reported in Ilaro, Abeokuta and Ijebu-Ode, three of the state’s largest cities. Security sources blamed the killings on arms proliferation across the state, a menace they said had been largely difficult to contain.
    Security analysts and civic groups contend that politicians are the major suppliers of deadly weapons into the streets because of their desperation for victory — which they often find impossible to recover post election.
    Aside election violence, arms proliferation has also been linked to the growing spate of kidnapping, banditry and herdsmen violence — claiming tens of thousands of civilian deaths within the last four years alone.
    Mr Amosun also recognised the danger of arms proliferation in the early days of his administration. Less than four months after he assumed office as governor in September 2011, he raised a judicial panel to probe the proliferation of arms in Ogun. 
    He blamed his predecessor, Gbenga Daniel, for fostering an atmosphere of gun violence for political benefits, and imposed a moratorium on gun ownership in the state.
    Amosun, police in conspiracy of silence
    PREMIUM TIMES’ efforts to get Mr Amosun’s comments were rebuffed by the politician. Several text messages, WhatsApp messages and telephone calls to his two active telephone lines went unacknowledged or returned over five days.
    Mr Amosun’s spokesperson, Rotimi Durojaiye, also took questions from PREMIUM TIMES on behalf of his principal, but said he could not respond to them because he was unable to reach his principal after several attempts. Mr Durojaiye served as Mr Amosun’s special adviser on media and publicity when he was governor.
    The police also declined to give comments. Force spokesperson, Frank Mba, directed all enquiries about police involvement in the matter to Commissioner Makama.
    But when PREMIUM TIMES sent a set of five questions to Mr Makama, he declined to respond. This was despite his initial promises that he would respond to the enquiries once he received the questions, which were sent to his telephone line and also through the state police spokesperson, Abimbola Oyeyemi.
    Some of the clarifications PREMIUM TIMES sought from Mr Makama included whether he asked Mr Amosun the source of the weapons before or after he accepted them, whether it was appropriate for a civilian governor to stockpile a massive cache of weapons and why he was yet to escalate the matter to Force Headquarters nearly a month later.
    There was consensus amongst several police chiefs who spoke with PREMIUM TIMES that Mr Makama should have at least invited Mr Amosun for questioning after receiving the arms and ammunition from him. Mr Amosun lost immunity from arrest and prosecution on May 29 when his tenure ended.
    Two police sources told PREMIUM TIMES the commissioner had been making frantic moves to quickly inform Force Headquarters ahead of this story’s publication.
    “He is afraid he would be in trouble if the headquarters learnt about the matter in the media,” a police source said Sunday evening.
    Even though there were initial claims that the State Security Service’s state director, David Tuksa, was also present when Mr Amosun handed in the weapons, the agency’s spokesperson completely distanced the Service’s officials from the matter.
    “Our state director was not there and the SSS did not take any part in the matter,” spokesperson, Peter Afunanya, told PREMIUM TIMES.
    Minimising a carnage
    Top national security officials believe the quantity of weapons Mr Amosun held was large enough to destabilise a country.
    “You can overrun a country with that quantity,” a top security official told PREMIUM TIMES. “Imagine given 1,000 thugs AK47 rifles — what is the size of the Gambian Army for instance?”
    The official, who had served two national security advisers, said there were legal options Mr Amosun would have pursued if the arms were primarily imported as donation to the police.
    “When Tunde Fashola bought weapons for the police during his tenure as governor in Lagos, he obtained an End-User certificate, and the weapons were delivered to the police and not to his official residence,” the official said, adding that he was amongst those who worked on the matter at the time.
    Multiple security sources told PREMIUM TIMES the SSS became aware of the arms in the Ogun Government House Armoury just as the 2019 elections were about to begin.
    “We immediately placed him and his surroundings under a heavy security watch,” an SSS agent who had knowledge of the operation told PREMIUM TIMES. “We knew he had enough arms to make the state a field of dead bodies during the election if he wished.”
    Another senior law enforcement official said he was convinced Mr Amosun handed over the weapons because it became too late for him to relocate them and he knew the incoming governor would not give him a cover.
    “It was too late for him to organise an efficient logistics for the relocation of the remaining weapons,” the official said. “He also did not expect the incoming governor, Dapo Abiodun, to continue keeping the arms in Government House as a cover-up.”

    The Economic and Financial Crimes Commission (EFCC) Ibadan zonal office on Monday declared that Oyo State has the highest number of internet and cyber crimes in the South West region.

    Head of Ibadan zonal office of EFCC, Mr. Friday Ebelo, while addressing journalists in Ibadan, the state capital, said most of the crimes were committed in Lagos State but the offenders found shield in the Oyo.

    He said if investigation was focused on a particular state, the state would no doubt have highest concentration and crimes.

    He lamented that the commission had no facilities for effective investigation in the zone, saying that it would have been easier to carry out investigations in five states in a day.

    He also decried a situation whereby youths between ages of 18 and 39 were involved in the crimes, adding that majority of them had been convicted.

    Ebelo while noting that the commission remained resolutely committed to its mandate under the headship of Mr. Ibrahim Magu for optimum performance, said the zone received a total of 481 petitions, secured 83 convictions out of 107 filed at different courts within the zone, representing 83 per cent of the total number of cases filed.

    According to him, between January and June this year, an average sum of N116, 945, 981.68 was recovered.

    In foreign currencies, Ebelo said $39,125, €1, 800 and £50 were recovered while 54 registered and 11 unregistered vehicles also recovered.

    “We have some of the suspects who have written the commission, asking for plea bargain some of which we have to reject”.

    He explained that one thing about plea bargain was that the suspect has to be convicted which is at the discretion of the court.

    “The judge has to look at the merit and the demerits of the case before granting or allowing plea bargain.”

    The Senior Staff Association of Nigerian Universities(SSANU) has called on the Federal Government to release the earned allowances due to its members to avoid industrial disharmony.


    This call was made by the National Vice President of SSANU, who doubles as the Chairman of the association in the West zone, Comrade Alfred Jimoh.


    ‘’It is equally important to let Nigerians know that the contentious issue of earned allowance is yet to be resolved in the Federal Universities despite the claim of the Federal Government to have released 25 Billion Naira to all unions in the Federal Universities to take care of the Earned allowances of all staff since last year. It is disheartening to note that as we speak, government is yet to release the said fund to the universities.’’


    ‘’Furthermore, SSANU wishes to reiterate that the money should be released to Universities and not Unions for the purpose of paying to individual staff, since the Bursary of each university has the record of staff and should be in the best position to know what each staff is entitled to as Earned allowance,’’ Comrade Jimoh stated.

    Leader and chieftain of the Peoples Democratic Party (PDP) in Lagos State, Otunba Segun Adewale popularly known as Aeroland has called on the National leadership of the party that the next State Chairman must emerge through a credible process as stipulated in Section 47(6) of the party’s constitution, urging them to reject all those coming to lobby with names because it will further escalate the crisis in the State Chapter of the party.


    He stated that the National leadership can clearly see that with different people including Chief Bode George, Dr. Eddy Olafeso, Chief Mrs Maina and others coming to fly different names (more than four) instead of one as agreed by the State Executive Committee is an invitation to a fresh crisis in the party, 


    Adewale said that this is the same method and pattern they have been using which has grounded the party since 1999 because they refused to allow those who can move the party forward to emerge, they have been destabilizing the party and that it is an affront for anyone to go against credible process of choosing a Chairman. 


    The State Executive committee (SEC) are the only people empowered to do so and not any leader, because such moves will amount to disregard for constituted authority. He however called on the State Executive Committee to rise to occasion and take charge of their duties because they cannot be spoon fed all the time urging them to call for an emergency meeting to decide who will be the next Chairman. He said, “must you request for approval to exercise your right as entrenched in the party constitutional”? Elect your Chairman now as you have been empowered by the constitution and send the name to the national for adoption and documentation.


    Adewale said this over the weekend while interacting with some leaders in Ikeja, at a forum where discussions on finding lasting solutions to the crisis rocking the party in the State was tabled, he said members should be thankful that one of the problems deliberately stationed to destabilize the party by Chief Bode George has been sacked, referring to the immediate past Chairman, Dr Adegbola Dominic. 


    Dominic created so much problems for the party from the day a letter was issued to him to lead the party in Acting Capacity for just three months, which expired in December 2018. I still find it so difficult to understand why some people are still following them (Bode George camp), because these people have led the party astray since 1999, noting that anyone still following them is an enemy of PDP because they don’t mean well for the interest and progress of the party in Lagos State. 


    Those who are interested in the State Chairmanship must be ready to lead as team player, armed with required political experience and connections, and the ability to reform the party from the present ruin without being puppet to any self style godfather, because that is the only way the party can move forward in the State. We cannot afford to continue to reinforce failure in Lagos PDP again as we head to 2023, Adewale posited. 


    I am aware that some people have been running to the National headquarters to lobby with different names, this effort in futility is what has grounded the party in Lagos State because of refusal to follow what constitution says.


    For avoidance of doubt and a reminder, here is what PDP Constitution says in replacing vacant position for a Chairman and to serve out the remaining part of the time of the original Chairman that created the vacancy:


    Chapter Seven, Section 47(6) says” “Where a vacancy occurs in any of the offices of the Party, the Executive Committee at the appropriate level (Lagos PDP State Executive Committee in this case) shall appoint another person from the area or zone where the officer originated from, pending the conduct of election to fill the vacancy”


    The State Executive Committee (SEC) has been empowered by the above provision to do the needful, all those running from pillar to post should not create further confusion for the party because, if the right things are not done, the crisis in the party will continue and he (Adewale) will continue to be the Chairman of the party because his resolve to quit is based on the party allowing another Chairman to emerge through a credible and democratic process, he posited that his letter of appointment and court rulings are still valid. 


    There must be an end to reign and culture of impunity in Lagos PDP, those who feels that they can lobby and install a puppet to continue to defraud the party will be stopped by every mean possible until sanity and due process is allowed in the party in Lagos State, Adewale concluded.

    The government of Gov Oluwarotimi Akeredolu in Ondo State has been described as not moving at the expected rate as regards the development of the state.

    The Executive Director of the Niger Delta Power Holding Company, NDPHC, Engr Ife Oyedele stated this in Akure, the state capital, at the sidelines of the thanksgiving of the Senator Yele Omogunwa.
    Oyedele emphasized that the state, under the leadership of the governor, has not been able to utilize potentials that abound in the state.
    According to him, Ondo State should be able to compete with Lagos State going by the strategic location along the coastline which is the longest among those ones around.
    “By the grace of God, I am one of those people who as a member of the constitution drafting committee, as the one who designed the flag of APC, as the first person to open a campaign office for President Muhammadu Buhari in 2013 in Ondo State and attested to by the President himself, as one who has being a leader of the party.
    “If we are to register APC in Ondo State, I will be the number person because I am the only citizen of Ondo State who was in the merger committee.
    “So, I am not in the back-seat because some of us do things and we don’t want to be seen, because this is about service to the people.
    “Today, I’m more concerned because we don’t have good road in Ondo State. I’m concerned because there is epileptic power supply in Ondo. In Ondo State, we having more of area boys, because the level of education has dropped. Even within the sporting sector, athletes are not being supported and encouraged.
    “I’m more concerned about restoring the economy of Ondo because with her potentials she should be at par with Lagos State.
    “Today, you cannot name two industries that are functioning in Ondo State. That should be our concern and not feigning glory of a particular person. If I have the opportunities those are the things I will be concentrating on.”
    Oyedele added that, “I drive around Ondo State and I drive on very poor roads. Road construction has been one of the focus of Arakunrin Akeredolu. But it looks like scratching the surface.
    “We can actually do more as a state to ensure we can compete favourably with Lagos State when you consider all of the resources, the coastal lines and all of those things that we have.
    “It’s not about projecting myself, we the time come the people will know those who are in contention. But for now, we are contend with helping the government of Oluwarotimi Akeredolu to succeed. It’s the APC that brought him to power, so it’s our responsibility to ensure that he succeeds,” he stated.

    The Peoples Democratic Party (PDP) national chairman, Uche Secondus, on Friday said leaders of the international community were expecting the declaration of Atiku Abubakar as president of Nigeria.
    The party insisted that President Muhammadu Buhari did not win the 2019 general election.
    Secondus spoke at the 86th National Executive Committee (NEC) meeting of the party in Abuja.
    He said: “The European Union election observation group, the American based National Democratic Institute, NDI, and International Republican Institute, IRI have confirmed the feeling of Nigerians that the election that produced President Muhammadu Buhari was marred by rampant irregularities and therefore fell below credibility standard.
    “The report also lampooned the roles of security agencies during the election and noted that the performance of security operatives during the election fell far below the acceptable international best practice.
    “From these reports, therefore, it’s now obvious even globally that the will of Nigerian voters freely expressed on 23 February 2019 when they came out in their numbers and voted for our candidate Atiku Abubakar was massively rigged and thwarted. This clearly is the verdict of the World who are also watching us as we proceed at the election tribunal.
    “This government in all sincerity cannot take this country to their so-called next level. Maybe as witnessed in the last four years, they will take us to the next level of insecurity, hunger and hopelessness.
    “The situation is precarious and it entails that all hands must be on deck to retrieve our stolen mandate and save this country. To do that, we must return to God to ask that the will of Nigerian people freely expressed on February 23, 2019, prevails.”

    How Gov Wike Plans To Assassinate AAC’s Guber Candidate Awara With N1bn Bounty Over Election Petition Tribunal Case, Infiltrates Tribunal

    Nyesome Wike, Governor of Rivers state has placed a bounty of N1bn on Engineer Awara Biokpomabo, the guber candidate of the African Action Congress (AAC) over his refusal withdraw his petition contesting the 2019 governorship elections in the state.
    Wike of the People’s Democratic Party (PDP) polled 886,264 votes while Awara came second with 179,859 votes.
    A source told SaharaReporters that Wike had sent Awara’s kinsmen from the Kula council of chiefs from Akuku-Toru local government area to visit AAC’s Awara in a bid to convince him to pull out his petition before the Rivers state election petition tribunal. Wike has succeeded already in bribing candidates of two other political parties to withdraw their petition. 
    Parties such as the Labour Party (LP) on May 23, 2019, withdrew its petition filed by its guber candidate Isaac Wonwu after inducement from governor Wike. On the same day, the Peoples Progressive Party (PPP) through its counsel Chibuzor Ezike withdrew it’s petition after it was also settled by the governor. 
    After the entreaties, Awara told the chiefs he would consult with Rivers stakeholders and the AAC party leadership; a move which infuriated the governor.
    King of Kula, King Amabibi Eleki, Sara XIV appealed to Awara on behalf of Wike to seek out-of-court settlement and withdraw his petition from the election petition tribunal. 
    The source added that despite the money expended by Governor Wike to facilitate the visit (which is more than money paid to his deputy running mate Bombaye), Awara had remained ‘stubborn’ and unyielding.
    Wike’s anger the source told SaharaReporters is heightened by the relaxed stance of the PDP in Rivers state on the matter which he considers urgent as well as the fact that the tribunal judges “cannot be trusted”.
    Last week, all members of the tribunal were replaced by the President of the Court of Appeal after it was revealed that Wike might have infiltrated the tribunal.
    Inside sources in Gov. Wike’s circle said he has designated a squad mandated with silencing Awara for giving him “sleepless nights knowing how the election was announced”.
    Governor Wike is said to have boasted that he can bribe INEC with N20bn to announce him winner, he also insisted that can bribe election petition tribunal members with no less than N30bn while Supreme Court Justices he said will get N50bn if needs be.
    Election Petition Tribunal Compromised 
    Governor Wike is said to have compromised the former election petition tribunal judges who are Justice G.K Kagama, (Chairman), Justice L.G Abdulkadiri and Justice Ola Tokunmbo Bambosha. The judges were quietly relieved of their duties last week.
    Under the tribunal led by Dogon-Daji, Wike had tried to forcibly change the Awara’s lawyer, Tawo E. Tawo (SAN) through a letter sent by the expelled Secretary of the AAC, Leonard Ezenwa who is known to be financed by the Rivers state governor.
    Wike sought to replace Tawo with H.A Bello, Esq a known PDP sympathizer as a way to whittle down the case and get it tossed out.
    The new panel of judges Wike plans to bribe consists of three members, Honorable Justice K.C Ojiako, Honorable Justice Olawoyin and Justice Khadi Ahmed Mohammed.
    Wike recently financed the disgraced former Secretary of the AAC, Leonard Ezenwa to stage a takeover of the party claiming he was elected by a group of non-party members as “Acting Chairman”.
    INEC threw about Ezenwa’s claims by releasing a public memo distancing itself from the actions of the expelled Secretary as well as denying knowledge of his plans or meetings as required by law. 
    Mr. Ezenwa has since gone to a Federal High Court where he presented forged documents and fake meeting notes to obtain a court injunction against authentic party leaders while he arduously works to help Wike frustrate Mr. Awara’s petition at the tribunal.

    The National Agency for Food and Drug Administration and Control has announced stricter measures to curtail the use of Snipper (Dichlorvos or 2,2-dichlorovinyl dimethyl phosphate) in homes to end the abuse of the pesticide which in recent times had been associated with suicides in Nigeria.

    The agency said it would mount evidence that the products hurt applicators and the environment. Dr Husman Bukar, the Director, Veterinary Medicine and Allied Products Directorate, NAFDAC, said this at the launch of a herbicide (Lifeline), produced by United Phosphorous Limited (UPL). Journalists gathered that the product launched at the International Institute of Tropical Agriculture (IITA), Ibadan, was also developed with UPL, IITA and Springfield Agro Company Lagos. Bukar said the decision was coming at a time when new herbicides that are safer and environmentally friendly were being registered in Nigeria. “A date for the ban has not been announced but it will happen very soon. Paraquat has been banned in several countries and we cannot continue to allow it to come into Nigeria,” he said. “Recently, some suicide cases have been associated with people drinking Snipper, henceforth, we call on the agro-chemical industry to enhance their distribution channels so that this product (Snipper) gets to only accredited distributors and marketers. 


     “We have also placed a ban on the manufacture of smaller packs of Snipper which are easily purchased for household use. “On the use of glyphosate by farmers, NAFDAC has placed a ban on glyphosate-based formulations with tallow-amine (an emulsifier and wetting agent for agrochemical formulations. “Agrochemical companies have been given the grace period of between now and December 2019 to withdraw all glyphosate formulations with tallow-amine from the Nigerian market,” he said. 


    Also speaking, Mr Shanni Srivastava, the UPL Country Manager, said his company was working towards ensuring that only safer and environmentally friendly herbicides are introduced in the Nigerian market for the benefit of farmers. He said the debut of Lifeline was to offer a better and safer alternative to paraquat which in several countries in Africa had been banned. 


    On his part, the President of the Maize Farmers Association of Nigeria, Mr Aminu Abubakar, described Lifeline as an excellent weed control herbicide in maize. Abubakar said that most of the maize farmers were now using the product and commended UPL for inaugurating the product in Nigeria. He also commended IITA and Springfield Agrochemicals for collaborating with UPL to ensure that Nigerian farmers benefited from the innovation. Mr Tope Olabokunde, a cassava farmer, who participated in the Technologies for African Agriculture Transformation (TAAT) programme where Lifeline was used by researchers from IITA, said the product was a good controller of weeds
